Hair grows in cycles. The same follicles don't produce hair immediately upon being waxed.

If you wax enough, the follicles should stop producing hair. I have waxed my legs for a long time and they hardly produce any hair at all now because I have pretty much pulled out the follicle parts along with the hair (you can see a big ol' rootball on the end of the hair). I pluck the miscellaneous hairs with tweezers now.

Perhaps pluck your hairs, rather than wax, to ensure you get the hair AND follicle. Just make sure you get a good hold on the hair and pluck it quickly and firmly so the hair doesn't break.
