A lot of guys who wear Flat Top Crew Cuts swear by ';Got 2 B Glued'; Spiking Glue. I guess it is more of a glue than a gel. Like a gel or mousse, it sets up a stiff breakable hold. Inexpensive and widely available at Wal Mart stores.
Personally, I prefer a wax since I don't like to feel that I can't touch my hair for fear of breaking the hold of a styling product and I like my hair to be natural and soft not stiff. I usually use Krew Comb in the jar. But I also use several traditional butch waxes: Lucky Tiger Cru Butch is probably my favorite. It has been around forever. Stix Fix design polish contains beeswax and is probably the stiffest wax available. It only comes in a stick. Gabel's Crew Cut is another wax that has been around for a long time though it has had different names over the years. It contains lanolin and is not as stiff as the others. A west coast product, it is harder to find for sale in many areas of the country. There are many high end waxes currently available that cost up to 4 times as much as these.
Give Krew Comb a try and maybe Lucky Tiger.
The application is largely the same.
1)After showering towel dry hair.
2)Barely dip fingertips in jar.
3)Transfer wax to palms.
4)Smooth palms over hair.
5)Brush bangs back off forehead forming short pompadour front.

Butch wax works well for the illustrated styles. At the time of this 1967 illustration it is all a guy would have used.

The small oval flat plastic pocket brushes that one finger fits through and barbers sell for about a dollar and are commonly referred to as a ';butch comb'; work well with a Crew Cut and other short cuts, as does a boar's bristle military brush. Even a Crew Cut as short as this Marine Officer's can benefit from a light butch waxing. It sounds crazy but hair this short can look wild just after shampooing when completely stripped of natural oils. The wax acts in place of the displaced natural oil and disciplines a ';Hi-Voltage'; Crew Cut:
